We make
better buildings

easier to pay for.

PLF Accelerator works to make Property Linked Finance a normal way to pay for better homes and buildings in Australia. We run the platform that keeps today’s Environmental Upgrade Agreements working, and we’re building the evidence, policy and projects to open it to homes.

How the work

                                 is done.

Managing agreements identifies the real world challenges, while expert independent research clarifies public needs. Live examples demonstrate effective outcomes.

Operate

We service Environmental Upgrade Agreements.

3 states

Victoria, New South Wales and South Australia have Environmental Upgrade Agreements in law.

Our Better Building Finance platform handles council administration, charge registration, billing and the register. Councils use it to run their agreements.

Research

Independent researchers test what people want.

2,239

Australians surveyed: new-home buyers, owner-occupiers, landlords and renters.

BehaviourWorks Australia at Monash University ran focus groups, a national survey and a choice experiment, funded by RACE for 2030. The University of Technology Sydney is building the housing and finance case.

Reform

We name the clauses to change.

3 fixes

to open the mechanism to homes, with protections for renters.

Because we service the charges, we know which rules hold them back. Our reform package sets out the changes to Victoria's Local Government Act and two Commonwealth clarifications. It asks for rule changes, not public money.

Demonstrate

Real buildings test each change first.

2 projects

in development. Urban REZ is registering sites now.

Urban Renewable Energy Zones release capital from business rooftop solar and fund more. The New Homes Demonstration Project tests paying for a better-built home over time. Results feed back into the reform package.

Global

Australia is a reference market.

2nd

most operationally advanced Property Linked Finance market in the world.

We sit on the advisory group of the Global Property Linked Finance Initiative (GPLFI), co-chaired by the Green Finance Institute and Climate Bonds Initiative. Countries share what works and what fails.

We're one provider.

Homes need many.

When many capital providers, installers and advisers can take part, people can compare and choose. We have a commercial interest in this market. That's why we ask for open access for qualified providers, clear public rules and strong consumer protections.

Councils

Projects

We provide services to councils through the Better Building Finance platform.

We service an existing portfolio of Environmental Upgrade Agreements.

Our demonstration projects are building a pipeline of new ones.
